Many things function differently in the Zelda universe. Gravity and physics and chemistry are some of these things. Things that should have rotted and decayed years ago inside of standing puddles of water don't rot. Things that should have rusted and fallen apart years ago don't seem to. It takes 10 minutes for the dragon parts to respawn. So, 10 minutes before you can shoot another claw or scale or tooth or horn. Not 10 in-game minutes but 10 real-world minutes.
