You get an "A" for effort. However when the negative wind pressures of 50-60 psf suck these off of the windows you'll be unprotected. You need to add more nylon ties around the perimeter and insert rebar or some reinforcement to stop the centers of the panels from pulling away. FYI, if you don't use approved hurricane products, your insurance company isn't obligated to honor your damage claim. These are most certainly better than nothing! Kudos to you.

PVC pipes Really... Screws and plywood that's all. Also it PVC will fail catastrophically when a 35mph missile like a piece of 2x4 hits the plywood or the pvc pipe itself causing it to brake.
I did it this way because, they are quick and easy to install, take down and no marring of the window trim. But anybody that wants to make it stronger can put rebar through the PVC and add screws with washers all the way to the studs of the house. Where I live in Fernandina Beach, FL. is a very low risk area. So far in the area that I live shutters have been just for peace of mind, they have never been needed and I pray to God they never will.
I think the point is that for those of us who use plywood anyway and have to figure out how to put it up in a short amount of time, this is a quick and easy way to put it up. I don't think he is debating if plywood is the safest type of shutter. It's pretty smart.

1 door and 9 windows. I really don't remember. Not much over one hundred. Because I store them (Permanent Shutters), I got a 10% discount on home owners insurance. BAM shutters paid for.
