    Sir mera account dormant ho gaya hein to mein kal bank ja raha hu to activate it and mera debit card is yet to come , applied on 30th august (active hone k bad hi kya debit card aayega ya status show karega) Also, i was not receiving any sms or messages from bob Because of dormant account??

      403 Forbidden means Problem is from Bank of India sides....this is error from bank side ... you should submit the form manually.
