some may not like this statement, but we in the south-east just don't know how to do highbrow or GRA in our major cities. there's always one nagging issue or the other that's been left undone or overlooked. i've just watched a clip of GRA Port Harcourt, including its secretariate area. the roads were all good and clean, and you can hardly see any ugly bare open earth. almost everywhere had covered or underground drainages.
