Not really definitely when you compare it to Rex and Shulk, who also have the goal of defeating Alpha but refuse to kill the city population to do it and actually take them under there protection. If anything, N was just using Alpha as an excuse to justify closing to become Moebius to make himself feel better, similar to how he later tries to claim that Ghondor(His son) chose to die to surport him.

His motivation is unchanged. Killing the Citizens wasn't the only way he could've opposed Alpha, but he chose to do it in order to fullfill Z's deal and have Mio.

Yes, I really like how they muted Z’s line where he’s telling N to kill the city’s people. You don’t think about it much in the base game, but it has a new meaning after FR.

It's because his motivation is the same regardless, Alpha's appearence just forced his hand. Killing the City wasn't the only way he could've opposed Alpha, but it WAS the only way he could've opposed Alpha while also fulfilling Z's deal to have eternity with Mio.
