I think the problem arose from the restructuring of the whole pass mark policy for basic and intermediate education. The quality of our education deteriorated from then. That revision was just unnecessary and made a lot of those young lads relax. The competency level is very poor. The most of learners are failing to get entrance to institutions of higher learning as compare to before the recent revision of Basic education system.
