The inside has metal rings because of the cueball return mechanism on the pool table. Magnets in Valley tables guide the cueball into the return area where the rest of the balls go to the trap. Diamond tables use an optical sensor that can detect color. Since the only whiteball on the table is the cueball it gets sent to the return. If you find the cueball getting stuck then either theres a piece of chalk in the way somewhere under the table or the battery in the sensor is going bad. Not all cueballs have that metal inside thats why not every cueball will work on a valley table if you want the return to work.

The referees call is right. His reasoning is wrong. Here is an excerpt from the APA rulebook. NOTE 1: Once a ball has stopped all motion, it cannot move again without outside forces affecting it. Therefore, if a ball which has been hanging in a pocket for more than a few seconds suddenly drops, it is to be placed back on the table where it was originally sitting.

If it stays on the table after 3 seconds of coming to rest, it supposed to be re-spotted.
