It makes sense now. They made "the screaming god" using the same melody as "rising dragon" because they wanted to show that the fight could go both ways. Like, Rising Dragon is Jiraiya's victory theme. The screaming god plays the same notes but has a different tone to it. So the fight continues but Jiraiya is not winning anymore. Screaming god is Pain's "song" sort of here.
