PS 3280 - Asset Retirement Obligations for Public Entities
On January 14, 2025 we hosted a 1.5 hr webinar on PS 3280 - Asset Retirement Obligations for Public Entities.
Under the Public Sector Accounting Board (PSAB) government entities are required to declare and make allowance for environmental liabilities on owned assets. This level of assessment is unique in that existing records are rarely adequate to fully quantify the costs of decommissioning. At Pinchin we have been performing this work for several years. This webinar recapped the elements of asset retirement obligations and dig deeper into the process of quantifying liabilities accurately and diligently.

It's only exempt from registry at that point. You still need to test for due diligence and to determine quality of soil. Assuming no other exemptions apply based on what you provide above.
